Maintaining Government Operations during COVID-19 Outbreak
The State Controller’s Office has adjusted workplace procedures in alignment with federal, state, and local directives, including the Governor’s emergency declaration and guidelines from state public health officials. Dedicated staff are maintaining critical state operations in performing state government accounting, reporting, and auditing functions; producing payments from the State Treasury including state payroll, retirement rolls, Medi-Cal, personal income tax refunds, and payments to vendors, local governments, and schools; and processing payroll and leave accounting for state employees, state court employees, and California State University employees and more.

NOTICE OF DATA BREACH
WHAT HAPPENED?
An employee of the California State Controller’s Office (SCO) Unclaimed Property Division clicked on a link in an email that appeared to come from a trusted outside entity and unknowingly provided an unauthorized user with access to the employee’s email account. The unauthorized user had access to the account from March 18, 2021 at 1:42 p.m. to March 19, 2021 at 3:19 p.m. and sent potentially malicious emails to some of the SCO employee’s contacts.
WHAT INFORMATION WAS INVOLVED?
SCO has reason to believe the compromised email account had personal identifying information contained in Unclaimed Property Holder Reports. These reports are submitted by companies that, after losing contact for a period of years with someone with whom they previously transacted business, turned that person’s property over to SCO. That information potentially includes the property owner’s first and last name, address at the time the property was deemed lost by the company, social security number, birth date, and the value of the property turned over to SCO.
WHAT WE ARE DOING
The improperly accessed email account was discovered promptly and access to it removed. SCO Unclaimed Property Division personnel immediately began a review of all emails in the account for personal identifying information that may have been viewed. Contacts of the SCO employee were advised to delete suspicious emails and not click on any links therein.
WHAT YOU CAN DO
To protect themselves from the possibility of identity theft, we recommend that individuals and companies contacted by SCO about the breach place a fraud alert on their credit files by following the recommended privacy protection steps outlined in “Breach Help—Consumer Tips from the California Attorney General.” This guidance recommends contacting the three credit bureaus to report the potential identity theft. Those who call one of the credit bureaus will reach an automated telephone system that allows them to flag their file with a fraud alert at all three bureaus. They also will receive instructions on how to get a free copy of their credit report from each of the credit bureaus.
